That would be true, except for the part where it's not. If you can get them in 2700, or better yet 2450K, then what you're saying could be true. It takes twice as many lumens to induce the same chlorophyll activity at 3000, than it does at 2700. It takes about 4 times as many lumens at 3000 than it does at 2450. So I really don't see how the bulbs you speak of will do much better for the dollar. That's why T-5 sucks for flowering. Nothing below 3000K.
