So he means he's getting disability benefits or possibly he even means SSI, which is Social Security income, where he's getting benefits according to financial need. Whatever the case, it means he's on a limited income and so can use some strategies for how to obtain medical MJ and a recommendation under those financial circumstances. (Which are challenging.)
