A couple things.

Dogz, I can't tell you what percentage blue and red are in the procyons from the chart you posted. That chart is from Cree not Procyon, and shows the exact nanometer and spectrum of each of the Cree colors available, not how much of which Crees are in the Procyons. As far as I can tell it has nothing to do with the procyon, except for the fact that the procyon uses cree diodes. That chart and many others are available from all the major brands of LED.

Why all the confusion on 450 nm producing good growth? I've covered this before, but it is common for less than ideal wavelengths or spectrums to produce good growth. Look at most CFLs. They are 2700K, which is not even close to the ideal color for vegging, yet they seem to do fine at vegging as myself and many other people use them with wonderful results. The fact is however, the results would be eve more wonderful for vegging if the color of light was closer to 5700K. 2700K is not even ideal for budding, but we use it all the time and get weed. 2500K would be much better, but nearly impossible to find. Lucky for us, virtually any color of LED is available, so we don't have to settle for something that is less than ideal, like 450 nm. Additionally, (again) 450 nm emits not only in that color, but many others, all the way from about 420 to 470 nm. Look at the chart Dogz posted if you don't believe me. So even though the LED may be rated at 450 nm, the plant is still getting some light in the proper (peak activity) wavelengths.
