In your financial position, I think that spending $50-$70 a week is a bit too much for your budget. You should try to reduce it somehow, maybe by smoking less while looking around for a new dealer, and then keeping a stash for mostly personal use. Trying to influence your friend to work isn't the best recourse.

What you are doing to help your parents is very admirable.
