I'd like to point out that in a tribal system, exile is a brief increase in freedom, followed by almost certain death by starvation, exposure, or at the hands of other tribal peoples who recognize you as an outcast and distrust you as such. If it were possible for humans to survive alone in the wild, with our unprotected thin hides, blunt teeth, vulnerable torsos, inefficient method of locomotion (the human knee is actually backwards to what it would be were we built to run faster), and complete lack of fangs, claws, tusks, armor plates, venom, ink sacs, or noxious sprays... I think politics would be moot, as society would simply not exist.
