Everyone always says you should look at PAR and not Lumens...but fuck that...lumens is way easier to calculate and it's right on the box.
Anyways...The bare minimum you want for good growth is 5000 lumens per square foot. The cab i just built (as pete mentioned) uses 26w CFLs. Each bulb puts out 1750 lumens. There are 12 bulbs for a total of 21,000 lumens. The cab is 30"x15" for 3.125 square feet. That puts us at around 6700 lumens per square foot. we have yet to put plants in the box, but i have no doubt that there is plenty of light in there.
So...if you have just the one plant in a 12"x12" area...i would say a minimum of 3 26w CFLs. That would give you 5250 Lumens per sq foot. Of course at that price you should do 4+ bulbs and see some killer growth. Think about side lighting too. Don't let the plant get too big if you are using only CFLs. Flower when the plant is 8-10 inches. CFLs need to be as close to the plant as possible without burning. About 1 inch away is optimal.
