the lower leaves are more than likely turning yellow due to lack of light. CFLs aren't very "potent" at penetrating very deep into a canopy (however small that canopy might be).

as long as the new growth is healthy there is nothing to worry about.

voltage is additive in series and the same accross each component. so as long as they are in parallel they should be fine.

current is additive in parallel.

a mix of 75%, 2700K, 25%, 6500K is your best bet for flower. plants still like the blue end of the spectrum, just not as much.
