You'd be better off using 2700K CFLs for flowering, 5000K+ is mostly for veg.
also, for 2000 lumens is really not great for 30W CFLs... its not bad, its just not great thats all.
I really like these ones -
Lighting > Lamps > Compact Fluorescent Lamps > Lamp,FLE29HLX/2/XL827 : Grainger Industrial Supply 2200 lumens @ 2700K for 29 watts. (which is about 10 lumens per watt higher than the bulbs you mention).
I however would not buy them from that URL... thats a crazy crazy expensive price!
Also, don;t bother with an in-take fan, you should only use fans on your exhaust and have a passive intake.
