A couple of reasons I can think of...

1) The mix is not for cannabis specific uses, but more for general gardening use.

2) The ratio's have the flexibility for change as the plant's needs change. (different ratios as plant matures, and get's ready for the flowering stage)

3) Outdoor uses vs. indoor uses.

If you have a look at the Fox Farms feeding schedule for soil, (the link is in my signature) you'll see that after a couple of weeks into flower, it's recommended you add Grow Big. (the vegetative fert) This helps eliminate the dusky-green from restricted nitrogen, promoting better photosynthesis and such. Best done early in flower, like the schedule says.
