I definitly recommend "The Tattoo Factory" in Easton PA, that's where all my friends and I go, and if you can, get Mike; he's really chill and his work is purely amazing. There's another I've been to in Flemington (which I hate) called Immortal Ink, or there's one in Clinton with a more mature staff.
