Depends on the strain some sativas can flower for 12-14 weeks, get a 30x loop and look at the trichomes, to know when to harvest

12/12 and your at 9 weeks and the plants show no sign of finishing?

Are you growing hydro/aero or soil.. if growing hydro, what do the roots look like... strong healthy and white..?

I personaly would not reduce the light below 11 hours light 13 dark...
