I have one plant that I plan on growing. What kind of light do I needed to get. I am on a very limited budget.

That right there, will weigh heavily on the choices. How very? :D

How the plant grows can be a factor, too.
    Tall?
    Short?
    Trained?
    Wild?

Generally, you can't get much cheaper than the CFL or LED replacement bulbs.
From big retailers, I've seen them for a couple bucks each.
For a larger plant it'd take quite a few to get good results, though.

I plan on growing it in my dads shop in a Rubbermaid storage area. There are 3 or 4 fans that I can use to cool it down a lot

Even though it's just one plant, there's still so many things to consider, mostly about how big your plant is and how you want it to be. But if it were me, maybe I will opt for an UFO or a small panel. It fit just right for one plant in a small place, also coming with shoft price.

Your best bet on a tight budget I'd say is to get one of those screw in light fixtures that turn 1 light fixture into 4 or buy 4 of those clip on shop light fixtures from Walmart for $6.00 ea. (they handle 120 watts ea.) & put 4 - 45 watt 6500K CFL Bulbs in it. That should give you enough light / Lumens to grow 1 plant. Be careful of over watering. I only water every 3-4 days....(when I can stick my finger 1" down & the soil is dry I water). That's what I started with & my plants were doing fine with them. I've gotten more into it so my lighting has changed because I want bigger plants. Keep in mind how big you want your plants. About a 1 Gallon bucket size increase for each foot you want your plant to grow. 3' plant...3-gal. bucket....5' plant...5-gal. bucket.
Now I don't know these things as facts....it's just what I've read in my Marijuana Grow Book.
