President Obama has a rare opportunity to make history by rescheduling marijuana.
As it so happens, the DEA is currently deciding on a five-year-old petition to reschedule marijuana, supposedly in the first half of 2016. This decision coincides with some of the final months of the Obama administration. This coincidence makes it easy for the President to accomplish a major, desperately needed reform of federal marijuana law.

Ultimately, it's up to the DEA to make the change, or Congress to make the change. President Obama can't order the DEA to reschedule marijuana, although he could at least ask, which he doesn't seem to intent to do.

Still, the DEA's decision to announce it's intent to look at the issue did come a few weeks after 7 congressmen showed up at his office demanding that he reschedule marijuana.

If marijuana is rescheduled, President Obama can choose to either support the decision or not. I suspect he'd give some sort of statement saying he supports the change, but in a rather tepid manner.
