Personally I'm glad these people are selling clones and medicine. It has to get out there to the patients some how and the demand is huge. The state law just needs to be changed to allow it. Are people getting rich off these dispensaries and Dr. authorizations? Absolutely, but capatilism is what drives America so its no worse than pharmacies selling over priced meds or grocery stores selling beer.
My ownly concern is MJ should have never been banned to begin with and there should be absolutely NO controls put on it. Its just a plant.

i would think that there would be no cannabis around at all to help if there wasn't illegal activity from the begining. there would be no seeds (banks), or clones for patients to get to grow their own...i'm just assuming this of coarse.

SUBJECT: Investigations and Prosecutions in States Authorizing the Medical Use of Marijuana

This memorandum provides clarification and guidance to federal prosecutors in States that have enacted laws authorizing the medical use of marijuana. These laws vary in their substantive provisions and in the extent of state regulatory oversight, both among the enacting States and among local jurisdictions within those States. Rather than developing different guidelines for every possible variant of state and local law, this memorandum provides uniform guidance to focus federal investigations and prosecutions in these States on core federal enforcement priorities.

The Department of Justice is committed to the enforcement of the Controlled Substances Act in all States. Congress has determined that marijuana is a dangerous drug, and the illegal distribution and sale of marijuana is a serious crime and provides a significant source of revenue to large-scale criminal enterprises, gangs, and cartels. One timely example underscores the importance of our efforts to prosecute significant marijuana traffickers: marijuana distribution in the United States remains the single largest source of revenue for the Mexican cartels.

The Department is also committed to making efficient and rational use of its limited investigative and prosecutorial resources. In general, United States Attorneys are vested with “plenary authority with regard to federal criminal matters” within their districts. USAM 9-2.001. In exercising this authority, United States Attorneys are “invested by statute and delegation from the Attorney General with the broadest discretion in the exercise of such authority.” Id. This authority should, of course, be exercised consistent with Department priorities and guidance.

The prosecution of significant traffickers of illegal drugs, including marijuana, and the disruption of illegal drug manufacturing and trafficking networks continues to be a core priority in the Department’s efforts against narcotics and dangerous drugs, and the Department’s investigative and prosecutorial resources should be directed towards these objectives. As a general matter, pursuit of these priorities should not focus federal resources in your States on individuals whose actions are in clear and unambiguous compliance with existing state laws providing for the medical use of marijuana. For example, prosecution of individuals with cancer or other serious illnesses who use marijuana as part of a recommended treatment regimen consistent with applicable state law, or those caregivers in clear and unambiguous compliance with existing state law who provide such individuals with marijuana, is unlikely to be an efficient use of limited federal resources. On the other hand, prosecution of commercial enterprises that unlawfully market and sell marijuana for profit continues to be an enforcement priority of the Department. To be sure, claims of compliance with state or local law may mask operations inconsistent with the terms, conditions, or purposes of those laws, and federal law enforcement should not be deterred by such assertions when otherwise pursuing the Department’s core enforcement priorities.

Typically, when any of the following characteristics is present, the conduct will not be in clear and unambiguous compliance with applicable state law and may indicate illegal drug trafficking activity of potential federal interest:

unlawful possession or unlawful use of firearms;
*
violence;
*
sales to minors;
*
financial and marketing activities inconsistent with the terms, conditions, or purposes of state law, including evidence of money laundering activity and/or financial gains or excessive amounts of cash inconsistent with purported compliance with state or local law;

amounts of marijuana inconsistent with purported compliance with state or local law;
*
illegal possession or sale of other controlled substances; or
*
ties to other criminal enterprises.

Of course, no State can authorize violations of federal law, and the list of factors above is not intended to describe exhaustively when a federal prosecution may be warranted. Accordingly, in prosecutions under the Controlled Substances Act, federal prosecutors are not expected to charge, prove, or otherwise establish any state law violations. Indeed, this memorandum does not alter in any way the Department’s authority to enforce federal law, including laws prohibiting the manufacture, production, distribution, possession, or use of marijuana on federal property. This guidance regarding resource allocation does not “legalize” marijuana or provide a legal defense to a violation of federal law, nor is it intended to create any privileges, benefits, or rights, substantive or procedural, enforceable by any individual, party or witness in any administrative, civil, or criminal matter. Nor does clear and unambiguous compliance with state law or the absence of one or all of the above factors create a legal defense to a violation of the Controlled Substances Act. “My experience at Cannacare.”
Hi my name is Mike I am a medical marijuana patient in Washington State. I have multiple health conditions including, degenerating disks in my spine, and I have daily problems with my stomach and intestines.
I could go into a lot of details about that, but I will just say I am sick a lot, and I do not have health insurance.
I joined cannacare to be legal to grow my own cannabis for three different medical reasons, and to avoid paying current street costs of around $225 to $300 for my medication. Shortly after getting my authorization and joining the group I got onto the Cannacare Forum and started seeking support so I could learn what I needed to do.
The people of the forum acted very suspicious, called me a cop, and ultimately deleted my post, and then kicked me off the board.
I contacted Steve Sarich directly to find out what the problem was and he invited me to his house for a meeting.
I told him that I would like to learn how to grow my own medication, and I asked him to help me learn.
I also asked him to teach me what “not to do” in his group before we did anything, and I made it clear on their message board that I was not into misleading anybody, or doing anything that would put me, my family, my nephew and niece, or my dogs at risk.
I was there to learn and I was willing to help with pretty much whatever needed to be done ( WITHIN THE LEGAL BOUNDERIES ).
I have a lot of skills that Steve took advantage of as soon as we met.
At that time I also went on the cannacare forum to seek advice from other members about what was safe to do in my home because we did not have a plant limit law yet, and because it was so new to me none of it felt safe because their was no support.
I ended up helping Steve as much as I could while absorbing information for my garden that I was still building.
Steve always played the helpless guy that needed help, always short handed, and according to him nobody could do anything right.
I was allowed back onto the message board shortly after that, and they had set up a grow class in Concrete Washington.- 2.5 hours away from me.
After the suspicious activity on the board I went to the grow class. It appeared that the whole class was staged by Steve’s partner Mike.
They had a grow class without any plants to educate us.
I was the only one who brought a plant that my friend gave me a couple days before the class - ???? = WTF
Mike was also sure to get some “samples” of my plant for him and Steve.
Steve Sarich was very sick that day, he declined a ride with me to the class, but showed up shortly after I arrived.
When I asked him why he got out of bed he replied “ I had to make sure Mike did not fuck this up”.
That was a weird thing to say because how could Mike “fuck up” an entry level grow class if he had all this growing experience = ???
Steve claimed between him and his partner they had 40 years growing experience.
At that time I had two plants to my name and I had nobody to tell me how to care for them.
I asked them if there was anything wrong with my plant that I brought and they said it looked OK so I took it home not knowing how to feed it or care for it.
A few other new members were there, and a couple other members appeared to be observing all this.
I learned a little about the plant at the class, but it was really inadequate because they did not have any plants to educate the people that just drove 2.5 hours from our area to learn what to do with this recommendation to have 24 ounces and as many plants as needed to maintain this supply.
It was pretty much a waste of my time, and to have a recommendation to have as many plants as needed appeared to be a set up because with no real guidance a new patient was sure to exceed all limits in their attempt to learn how to grow.
I found out that day that Mike is the one who patrols the cannacare forum, but I really did not understand why we had somebody monitoring every post on the board -?-
Were they afraid of leaving evidence on the board??? They sure like deleting good posts that made them look bad.

Steve also tried to teach me a grow method S.O.G. That is where small plants are flowered in a 4x4 box about every 6 inches. That is 64 plants in a 4x4 area.
He claimed it was the most efficient way to grow under a 1000 watts.
The problem with that is a patients plant count goes way up.
When it came time for me to get my nutrients Steve recommended that I use Botanicare for HYDROGARDENS AND SUNSHINE #4.
The nutrient mixure he told me to feed the plants was about 3 times more than most plants needed, this burned the plants and they looked sick after feeding them.
It took me at least 6 months to correct the errors in the nutrients that Steve taught me to use.
The next couple months I was called upon many times by Steve for help.
I have a lot of construction skills and Steve always had a project that he needed me to do to better the clinic or him.
At the time all of this was happening I was having major relationship problems with my girlfriend Lisa, and my girlfriends daughter Renee who was 17 at that time, and was working with me and my nephew, went to Steves.
Renee hated living with her mother because she is very mentally abusive, and over controlling.
The first time Renee went to Steve’s he was way too friendly with her and she became uncomfortable.
By the end of the night “because of the problems with Lisa” he offered her to let her stay in his house, he said “ you can have the whole downstairs”.
It was clear what his intentions were, and Steve made it very clear that he had a female problem the first day he met her.
It bothered her and she did not want to go there, or ever be alone with him.
Over the next period of time we were expecting the new plant rule, and I continued to help Steve when ever it was possible for me.
I even volunteered other people that lived at my house when I could not help Steve myself.
At that time my niece, nephew, nephews girlfriend, Lisa, and Renee were living with me.
That is four females in one house and a motorhome.
I don’t know what was going through Steves mind, but his intentions were clearly in the gutter.
At that time we were working a job in Renton, so helping Steve was not too far out of the way, only about 20 minutes.
Steve always had something to do and nobody to do it.
I actually felt bad for the guy because Steve appeared lonely, depressed, and helpless at times.
I even posted on the Cannacare board to see if anybody had time to help him because I could not keep delaying my own customers projects.
What was interesting was that nobody on the message board was willing to help “the leader” of the group.
The problem we had right away is that although he was always sooo short handed, but he only wanted the girls that lived at my house to help him.
I offered him my niece, and nephews girlfriend for office help.
That only worked for a short minute because all of the sudden my nephew Danny was not allowed to go there with his own girlfriend.
I pulled the girls out when they had a loud verbal confrontation with Steve in the kitchen of Steve’s house.
I don’t know all the details but Sara called Steve a fucking pervert and said she wanted nothing more to do with him.
At that point I just wanted to get some starter plants from Steve and go try to grow them.
Steve’s plant count at that time scared me, and I was not comfortable and he knew that.
He claimed his driveway was the last place the cops were going to come.
When I asked why he felt so sure he claimed he knew the prosecutor Dan Satellburg was not interested in prosecuting patients, and he made comments about how he is protected.
Being a new patient I went along with that until the plant rule came in.
Instead of Steve reducing his numbers they increased, he began dispensing very poor quality outdoor weed for $10 to $12 dollars a gram, and having patient clinics at his house like it was normal legal business.
After the plant rule came in and there appeared to be very little ways for patients to help other patients, or help the clinic, I knew the whole thing was wrong.
It appeared that the law was written for the certain Cannibis clinics to control everything.
I disconnected for a while and Steve called me claiming that he wanted a dog.
When I asked him what he wanted I he said he wanted a companion animal, so I brought him one of my dogs Nala. He was lonely and it showed.
He seemed to like Nala but he really lacked any real dog lover enthusiasm for her.
This really bothers me now because I think my dog Nala was just another reason for Steve to keep calling me.
Nala was 1st pick in her litter and is an amazing animal. She also has a 2nd place trophy for winning at a dog show.
I placed Nala with Steve for free because Steve asked me for a companion, and promised she would get lots of attention. She is a licensed service dog has deserves the best home
I went to dinner at Steve’s house a couple times after the plant rule was in effect, and just about every there were different people including Steve trying to engage me in conversation about transporting weed from California, dispensing, and sometimes just dogs when they realized I was not into their conversation.
Because the law did not allow for dispensing activity, I was not into any of that business with any of them.
Steve only provided me with a small amount of meds for myself while he “taught me how to grow”.
Over the next several months I watched so many people come and go. There was nobody that I knew just about every time I went over there, so I just hung out with Nala and talked to Steve about whatever had brought me to the house.
It was usually work around the house that he claimed he could get no help with, and I really did try to help Steve.
I was not into the meds that he had, it was usually less than street quality with seeds, and it cost too much.
I have taken trips of his garbage to the dump, helped him build stands, cleaned his carpets, fixed his van, learned how to clone and transplant Steve’s garden by Steve himself, and basically was there to help the group and leader of the group whenever possible.
It was almost all volunteer work to help Steve’s life and Cannacare run smoother.
I did make him pay $100 for fixing his van that took 4 hours out of my day because I really did not want him to make a habit of that.
He even asked me to write him an inspection report on the black mold growth in his house which I did for free – and every time he called for help it was my own traveling expense from Orting to Kirkland.

One time Steve asked me to go with him to Vashon Island to see if we could “ help” this poor struggling family who lost their dad in a drug bust around the time cannacare got raided along with another patient John.
I went along for the day. I did not understand why we were there, but I knew Steve was not telling me everything. She needed help with the house repairs and maintenance, getting the yard cleaned up, and everything else her husband could not do because her husband is doing Federal time and I think they were facing losing the home.
Steve did not go into the details of the three raids, but many people think Cannacares raid was just a cover up for dirty detective work. She did not have any money to get things cleaned up, Steve offered no solution for helping her, and I could not afford to help these people or myself at the time.
Steve avoided going into the details of the man doing time.
It is my understanding that some records are being withheld concerning those raids - ?
Its really not my business, but I hope the husband was not set up by dirty Detectives that Steve Blamed the bust on.
At this point I don’t know who to believe or who to trust because I feel I have been very misled by this organization that is in charge of the medical marijuana in Washington State.
We ALL hoped that the law would be written so that patients could help other patients without fear of being hunted by the feds, but it appears I am wrong because I feel like they have been trying to get me into federal trouble since I paid them $200 dollars to have their NAVY DR LING sign my authorization to be legal to grow my own medication.
Steve also let my friend work around his house to “earn” his Authorization
While it appeared to many of us new patients that Cannacare had some “special protection” from the laws that all the rest of us have to follow because they were” helping patients”, there appears to be different motives for this group than helping patients.
They may be helping SOME patients find poor quality outdoor meds with seeds for $300 an ounce, but they are also doing people very wrong by trying to mislead any medical patient in their Cannacare group into doing illegal things. He encouraged me to help the medical community and patients whenever possible, he even made a special skills post for me on the forum board, but at that point I could not afford to volunteer my time.
For the last couple months Steve has been distant, but made it a point to know what shots Nala was due for by having somebody else call me from his phone recently.
I was also just due to renew my medical card at hemp fest, and I went to the clinic with my dog GANGSTA. Nala did not make it..

At about 10:30 at night Thursday August 27th 2009 Steve called me asking me about dogs. It was an unusual call because dogs have never been important enough for Steve to call me about, especially that late.
I lost phone reception in the middle of the conversation, and did not talk to Steve until Friday the 28th where he told me that his house was being auctioned off soon, he had reason to believe he was about to get raided, and that he needed a place for his mother plants.
I told him I did not know what to do and that I could not bring them to my house because of his plant count.
I told him that I would call one of his patients Lynn to see if she could help.
I called Lynn, but she could not help, but I found two more of Steve’s new patients that were willing to help.
I called Steve to let him know that I had two of his new patients of his that would talk to him about housing his plants, and that I was bringing them over.
When I was entering the Kirkland area I noticed a black and white patrol car parked at he gas station. The officer was very noticeably staring at me.
We arrived at Steve’s and was met by somebody that acted strange.
Steve was busy taking pictures of his young girls half naked in the living room, and the strange guy babysat us on the porch like we never been there before.
It irritated the females that I was with because we just drove 1.4 hours to try to help him, and he could not seem to get away from his girls long enough to handle his own personal business that he asked us to help him with.
When he finally made it downstairs we told him that his two new patients were willing to house his 80 mother plants with their two authorizations, and four more of his own patients authorizations to cover all of the plants.
The law says 15 plants per patient “unless noted by the doctor.”
He had his crew of about 5 people cloning the mothers plants when all of this was happening.
The “precious mother plants” looked like sick, stripped down sticks to me.
I told Steve that he would have to transport the plants because my trailer was not available at that time.
Our conversation lasted less than 5 minutes and my job was suppose to be prepping the new room for Cannacares precious mother plants with the $200 dollars Steve gave me to do it before I left his bedroom.
When we were leaving Steve’s house the weird guy was on his phone again, and before we got to the freeway the black and white cop car was sitting on the opposite side of the road noticeably watching us leave the area.
It became very clear to me what just happened.
They did not know that we were not going to move the plants as requested by Steve, and I already know that if I would have taken those plants that I would have never made it home.
If I would have “helped cannacare” They would have succeeded in derailing another patient into federal trouble because they know by adding cannacares plants to my garden that I would have been over 100 plants.
I called Steve to see what his reaction would be when I told him the police were watching me come and go from his area. He said “that’s too far”.
Then I told him how they were noticeably staring at me and he said “ok” and hung up.
Steve has not called me since then.
This week I have had strange calls from another guy that I suspect is a detective working on craigslist and an unusual amount of unmarked police cars have been spotted near my home today pulling people over.

Upon doing some searching I found some of the Cannacare members on another forum.

Steve Sarich, Cannacare and Sentry Medical Group are all the same con, BEWARE!!

I am not alone in this battle, but I have scared to to contact these people on the boards. They are PATROLED FOR IP ADDRESSES.
THEY ALREADY HAVE MY ADDRES, SO I AINT WORRIED AT ALL.
I AM DONE LIVING UNDER A ROCK.
We were all trying to help this organization but are being mis-lead by the leader of the group.

I never wanted to be a part of the battle to control any part of the market for this stuff, and have made it clear from the beginning with this group of where I stand.
I cant afford to go to doctors, cant afford any medication, and I just wanted some help from them doing what they just made me “Legal” in our state to do.
I don’t feel I have done anthing wrong by signing up and helping this group, and I don’t understand why Steve is doing what he does to people.
He is miserable to the core, drinks like a fish, and treats people like they are disposable weed puppets.
He has pushed many people away with his abusive and women degrading ways, and has taken my kindness for weakness way too much.

I feel it is very wrong for people of our State to be brain washed into thinking they are “protected” under the state law by getting their medical authorization to grow their own meds, and then being pursued aggressively by the DEA for doing what we were told, taught, and encouraged to do.

There is no protection for patients, and now that all of this has surfaced on cannabis.com all of the medical patients in Cannacare are running for their lives and / or seeking legal protection.
WHY SHOULD WE LIVE LIKE THAT???

Well now mike, that is a very interesting story you have set down here, as you may know the MMJ laws in our country are ass backwards and we all are in the fight for what's right, steveS is not a Dr., Mr. Jason Ling is the legal Dr. per the act, the cop situation you described is a daily routine for me, so I get your message, but mine started with THCF Clinic Paul Stanford pulling the same issues you had with SteveS, so it only goes to say, it is part of the movement as a whole and much of what I see is just like any GANG so too speak, TERRITORIAL !!!! If you can understand from a legal standpoint, it takes criminal cases to change our laws, it's fucked up I do so know this, but the government don't go to the voting polls to change the laws, as WE THE PEOPLE MUST DO, they just fuckover WE THE PEOPLE, as I understand from my experiances in the courts dealing with my own bitches about how they(LEO) are not following the laws of our state, I have learned to hit them first before I become a victim of the vigelantisum... as for being a PERVERT, we all as we get older wish to be in the in-crowd of the younger generations, as far as touching them, that's a completely different issue, THAT'S OFF LIMITS PERIOD, you didn't say steveS touched anyone, sooooo I guess your family members may have been attempting too persuade you to not hang-out for free(I have gone through the same issues with some of my female family members when I did volunteer work) As for the 80 plants, hmmmm, that's a tough call, if ya'll had the paper holders with you and the caregiver in tow, they wouldn't be able to convince a jury that "YOU" alone was the "OWNER" of that property, as you should know or should have known, by reading the plain lingo of the act back then, "CAREGIVERS" HAD DIFFERENT ROLES, THAN "PROVIDERS" as far as the legal system(fucken lawyers) had in mind...When you look at california and the cases down there, one can see, UNTIL IT IS FEDERALLY LEGAL, WE ARE ALL AT THEIR FANGS TO BLEED US...NEWBE OR NOT.... Since it is under the practice of medicine now, we have more of a fighting chance...

I can say from a legal standpoint, I thank steveS for stepping in and helping the movement away from paul stanfords bullshit limit that would have fucked EVERYONE HERE IN WA. ST., just like it has in oregon, Paul set-up his best friend with 2 grow houses 40 patients from the clinic and over 120 plants (just so he could be the caregiver for the clinic patients and have the blessing of LEO, HEALTH DEPT, DOJ), glad I stepped away, cause that was me who would have gone too federal prison for listening too him, I know how to read..... someone has to take one for the TEAM!!! THAT'S JUST LIFE BRO...
